This case involves plaintiff's proposal to erect nineteen billboards in the City of Pontiac. The Pontiac Planning Commission denied plaintiff's applications for special-exception permits for the billboards. In one action, plaintiff sought an writ of mandamus to compel the issuance of building permits for the proposed billboards.
