BECKER, J.

The Luxembourg Group, Inc. (Luxembourg) appeals from an order on summary judgment upholding Snohomish County's denial of a subdivision application. The County required Luxembourg to dedicate a stub road access to a landlocked neighboring property as a condition for approval of the application. Luxembourg argues that the condition amounts to a taking of property without compensation. We agree, and reverse.
