This case is before the Court on the petition of Richard F. Pence for reinstatement to the practice of law in West Virginia. We referred this case to the Lawyer Disciplinary Board of The West Virginia State Bar ("the Board") for the development of a record and recommendation. That process has now been completed, and the Board, through a Hearing Panel Subcommittee ("the Subcommittee"), recommends that Mr. Pence be reinstated subject to certain conditions...
