The State, acting through the Division of Correction ("DOC") of the Department of Public Safety and Correctional Services ("the Department"), appellant, had a contract with ARA Health Services, Inc., d/b/a Correctional Medical Systems ("CMS"), appellee, to provide medical care to inmates incarcerated in Maryland correctional facilities...
