COMPTON, Justice.

This is a dispute between a municipality and a taxpayer over a partial exemption from local real estate taxes due to rehabilitation of a structure on the subject property.

According to the Constitution of Virginia, the "General Assembly may by general law authorize the governing body of any ... city... to provide for a partial exemption from local real property taxation, within such restrictions and upon such conditions as may be prescribed...
