This case came with a host of issues attending the question whether Federal Recovery Services, Inc. or Michael Boatright, a minority shareholder of FRS, was a proper party under the False Claims Act, 31 U.S.C. § 3729 et seq. Following oral argument, FRS settled with the United States for a substantial sum, and the parties agreed to dismiss most of the claims arising in this appeal.
