These cases arise from the construction of the Arthur G. James Cancer Research Institute ("the project") at Ohio State University ("OSU"), Columbus, Ohio. After several years of litigation, a settlement agreement ("the agreement") was reached and executed by all parties in August and September 1993. The agreement was filed with the Ohio Court of Claims on October 1, 1993, and a journal entry approving the agreement was filed on October 4, 1993...
