On June 15, 1994, Kimani Jaja Dixon was adjudicated delinquent, based on charges of aggravated assault and recklessly endangering another person. These charges arose from Dixon's alleged firing of several shots into a van operated by Angel Penzort in the City of Lancaster on the evening of April 28, 1994. A dispositional hearing was held on July 5, 1994, and Dixon was ordered committed to a secure juvenile facility, subject to review in six months,...
