This matter is before the court on the preliminary objections of the defendant Johnstown Housing Authority. The Johnstown Housing Authority contends that the doctrine of sovereign immunity precludes the plaintiff's cause of action against it. A necessary component of that position is that the cause of action does not fall into any statutory waiver of sovereign immunity.
