At issue is the constitutionality of Texas' prohibiting several groups ("attorney[s], chiropractor[s], physician[s], surgeon[s], or private investigator[s] licensed to practice in this state or any person licensed, certified, or registered by a health care regulatory agency of this state"), Tex.Penal Code § 38.12(b)(1) (1994), from direct mail solicitation to accident victims or their families within 30 days after the accident...
