This appeal arises from a motion filed in November 1993 by appellant, Kevin M. Moore, to decrease the amount of child support he pays to appellee, Kathryn Tseronis, for their three children.1 On 23 June 1994, a special master for the Circuit Court for Montgomery County held a hearing on the motion.
