The Fire Department, contending that its own data indicate that a significant majority of all fire alarms are made by telephone or other means, that the significant number of false alarms made by means of the street alarm boxes impedes the Department's operations, poses public health risks and absorbs an inordinate portion of the Department's operating budget, and that elimination of the street alarm boxes will resolve these problems as well as allow for diversion of needed...
