During the last several years the City Council of Chicago has enacted a series of ordinances freezing the number of liquor licenses in particular neighborhoods. Approximately a third of the City now is subject to a moratorium. These ordinances prevent the issuance of new liquor licenses in the affected areas and restrict transfers of existing licenses: licensees may transfer their businesses only on death or to immediate relatives.
