Ronald E. Hackler, defendant, appeals the district court's denial of his motion to convert his sentence under the Kansas Sentencing Guidelines Act (KSGA). The issue before us is whether inmates with crimes classified in grid blocks 3-H or 3-I of the drug grid are always eligible for conversion.
