Appellants, Clarence Lee Brandley, along with his two adult children, filed suit on behalf of themselves and Brandley's minor children (referred to collectively as "Brandley") pursuant to 42 U.S.C. §§ 1981, 1982, 1983, and 1985, and Texas law against various Texas state and local agencies and officials. The district court granted the FED. R.CIV.P. 12(b)(6) Motion to Dismiss of all but three of the defendants in October 1993...
