Plaintiff Markus Allec Rice ("Markus"), a minor, brings this lawsuit through his mother and next friend, Angela Danita Rice ("Ms. Rice"), pursuant to the Federal Tort Claims Act ("FTCA"). 28 U.S.C. § 2671 et seq.
