Sheriff Molina of Fort Bend County appeals a district court's denial of his qualified immunity defense to personal liability for his deputy sheriff rehiring decisions. Because qualified immunity is designed to shield from civil liability "all but the plainly incompetent or those who knowingly violate the law," Malley v. Briggs, 475 U.S. 335
