I. INTRODUCTION

The Blomfields owned and managed an office building, which they leased to the State of Alaska, Department of Labor (State). State employees became ill, apparently from a contaminant in the ventilation system. The Blomfields so informed their insurance agent, an employee of Johnson & Higgins of Alaska (J & H).
