Juvenile-Appellant John Doe (Appellant) was charged by a petition dated August 24, 1992 with Assault in the Third Degree, in violation of Hawai`i Revised Statutes (HRS) § 707-712(1)(a) (1985).1 The petition was filed by the State of Hawai`i (the State) in the Family Court of the First, Circuit2 on October 28, 1992.
