SCHULTHEIS, J.

Kathy C.'s parental rights to her four children were terminated.1 She contends the elements of RCW 13.34.180 were not proven by clear, cogent and convincing evidence nor does the evidence sustain a finding that termination is in the best interests of the children. We reverse.
