This is a citizen suit brought under Section 7002 of the Resource Conservation and Recovery Act ("RCRA"), 42 U.S.C. § 6972. Plaintiffs are all former workers at a classified facility operated by the United States Air Force near the Groom Dry Lake Bed in Nevada that is the subject of this litigation.
