Petitioner Lawrence Neumann, an Illinois state prisoner, seeks habeas corpus relief pursuant to 28 U.S.C. § 2254. Neumann alleges that, during jury selection at his trial, the state prosecutor exercised peremptory challenges in a discriminatory manner.
