I. FACTS AND PROCEEDINGS

Keith Jonathan was severely injured in the course of his employment with Doyon Drilling, Inc. on February 12, 1988. Doyon, through its insurer, Alaska National Insurance Company (collectively Doyon), began paying him medical and disability benefits. On July 3, 1989, Jonathan's vocational rehabilitation counselor prepared a rehabilitation report for Doyon relating the efforts made...
