Pursuant to section 1-40-107(2), 1B C.R.S. (1994 Supp.), petitioner Vickie Armstrong (Armstrong), a registered elector of the State of Colorado, challenges the ballot title prepared by the Title Setting Review Board (the Board) for a proposed initiative amendment to the Colorado Constitution concerning a safe workplace environment.
