A federal grand jury returned indictments against Rose Brown and two other employees of the city of Humboldt, Tennessee, charging each individual with embezzlement in violation of 18 U.S.C. § 666 and conspiracy to embezzle in violation of 18 U.S.C. §§ 371, 666.
