THOMPSON, Judge.

The Department of Health and Rehabilitative Services ("HRS") appeals the trial court's order denying HRS's petition for termination of parental rights. We have jurisdiction. Fla.R.App.P. 9.020(g)(3), 9.030(b)(1)(A). We affirm the entry of the order.
