Melvin A. Fiel, Sr., proceeding pro se, brings this action under Title VII of the Civil Rights Act of 1964, 42 U.S.C. § 2000e et seq., alleging that his employer, the Virginia Employment Commission ("VEC") discriminated against him because of his race and national origin. The VEC filed a motion for summary judgment, and arguments on the motion were heard by the court on October 30, 1995....
