The cities of Portland and South Portland (the cities) appeal from the Public Utilities Commission (the Commission) decision rejecting the Portland Water District's plan to impose a 37% rate differential between the cities and the towns it serves (Cape Elizabeth, Cumberland, Falmouth, Gorham, Scarborough, Standish and Windham) as unjust and unreasonable, and reducing the rate differential to no more than 15%.
