In 1991, petitioner-appellant Arland Kelly Jones was convicted of Murder in the Second Degree for the stabbing death of Susan Puli and sentenced to life imprisonment with the possibility of parole. On appeal, his conviction and sentence were affirmed by this court. State v. Jones, 74 Haw. 648, 840 P.2d 381 (1992) (mem.). On April 16, 1993, Jones filed a petition for post-conviction relief under Hawai`i Rules of Penal Procedure (HRPP) Rule 40...
