On June 15, 1993, defendant Flagan T. Pickens was charged by information with unlawful possession of not more than 2.5 grams of cannabis per section 704(a) of the Cannabis Control Act (Ill.Rev.Stat.1991, ch. 56½, par. 704(a) (now 720 ILCS 550/4 (West 1994))).
