The Commissioner of Education ordered the Forest Springs subdivision detached from Goodrich Independent School District and annexed to Livingston Independent School District. Goodrich I.S.D. filed suit in district court seeking judicial review of the Commissioner's decision. The district court reversed the order and remanded the cause with instructions to the Commissioner to deny the proposed detachment and annexation. We will reverse the judgment...
