Plaintiffs Joseph Lemieux and Singer Freidlander Corp. appeal from the Washington Superior Court's grant of summary judgment to defendant Tri-State Lotto Commission, holding that defendant does not have to honor an assignment of lottery winnings between the plaintiffs.
