Bertha Cross, Vickie Davis and Mari Delsignore appeal final orders issued by a Department of Health and Rehabilitative Services (HRS) Hearings Officer affirming the Department's award of Aid to Families with Dependent Children (AFDC) benefits under Chart II of Rule 10C-1.103, Florida Administrative Code, because each of them was unable to document any liability to pay for shelter.
