The state has appealed from the dismissal of an indictment by the Medina County Court of Common Pleas. The trial court determined that the prosecution of defendant Edward Webber for rape and sexual battery had not been commenced within the applicable statute of limitations. The state has argued that the trial court incorrectly determined that the statute of limitations in prosecutions for child sexual abuse begins to run when the alleged victim reaches...
