We have for review a final order and public report of the Florida Commission on Ethics (Commission). The Commission has determined that appellant Robert G. Goin, former Athletic Director of Florida State University (FSU), violated section 112.313(4), Florida Statutes (1993), and should pay a restitution penalty of $3,000 and a civil penalty of $1,000.
