On May 15, 1995, the pro se plaintiff, Lealon Knecht, filed a complaint against the governor of the state of Wisconsin, Tommy Thompson, seeking declaratory relief pursuant to 28 U.S.C. § 2201 and 42 U.S.C. § 1983. Presently before the court is the defendant's motion to dismiss the complaint.
