Plaintiff brought this action for a declaration that certain local government actions violate ORS 659.165(1), which prohibits the enactment or enforcement of a local government charter provision, ordinance, resolution or policy that either "singles out" or "grant[s] special rights, privileges or treatment" to citizens or groups of citizens on account of sexual orientation. Plaintiff also requested injunctive relief and reimbursement for funds unlawfully...
