On February 4, 1992, the petitioner, Norman Jones, filed an unfair labor practice charge with the Illinois Educational Labor Relations Board (hereinafter "Board"), alleging that respondent Illinois Federation of Teachers, AFT, AFL-CIO (hereinafter "Federation"), breached its duty of fair representation under § 14(b)(1) of the Illinois Educational Labor Relations Act.
