In this appeal, Mission Palms Retirement Housing, Inc. seeks a charitable exemption from ad valorem taxes for the period from 1990 through 1992. Mission Palms sought this exemption first with the Hidalgo County Appraisal District and then from the Hidalgo County Appraisal Review Board (referred to collectively as "Hidalgo County").
