In 1981 Peggy Bassham (Peggy), the County of Sonoma, State of California (Sonoma) and Zachary Bassham (Zachary), through his guardian ad litem, the Welfare Division of the State of Nevada, Department of Human Resources (collectively respondents), sued Keith Willerton (Keith).
