Joseph P. Hilburt appeals a grant of summary judgment in favor of the Town of Markleville, Indiana, the Board of Trustees of the Town of Markleville, and the members of the Board of Trustees of the Town of Markleville, individually (hereinafter collectively referred to as "the Town").
