For the reasons stated below, this Court finds that Carlo Streat's physical condition, marked by final-stage AIDS and several related conditions, is sufficient to warrant a departure from the applicable Sentencing Guidelines range, pursuant to U.S.S.G. § 5H1.4. However, this Court further finds that Streat's personal and financial condition, in combination with the current nature of this country...
