Plaintiffs bring this eleven count suit pro se against the Flandreau Santee Sioux Tribe and tribal officials challenging: (1) defendants' decisions denying tribal membership to certain plaintiffs who wish to receive per capita payments from the Tribe's net gaming revenue and (2) defendants' misapplication of gaming revenue.
