The City of Cleveland brings this action pursuant to 28 U.S.C. § 2201 against the City of Brook Park. Cleveland seeks a declaratory judgment that certain of Brook Park's ordinances offend both the supremacy clause and the commerce clause of the United States Constitution, and an injunction against the enforcement of these ordinances.
