On June 3, 1994, a federal grand jury returned an eight count Superseding Indictment charging Defendant-Appellant Romualdo Cordoba ("Cordoba") with various violations of the federal drug laws. The Federal Bureau of Investigation ("FBI") subsequently entered three decrees of forfeiture pursuant to 21 U.S.C. § 881 and 19 U.S.C. § 1609 with respect to property seized from Cordoba.
