OPINION

MIRABAL, Justice.

This is an appeal from an order dismissing a frivolous mandamus. We affirm.

Felix is a prison inmate of the Texas Department of Criminal Justice—Institutional Division (TDCJ-ID). Thaler is the senior warden of the prison, and Brewer is the health administrator. Felix's cause of action is based on the Open Records Act (ORA), TEX.GOV'T CODE ANN. §§ 552.001-.353...
