Appellants, Escambia County Transit and Home Indemnity Company ("E/C") appeal an order of the Judge of Compensation Claims ("JCC") awarding claimant permanent total disability ("PTD") benefits. Appellants argue that the JCC erred in estopping the E/C from raising the two-year limitations period in section 440.28, Florida Statutes.
