Petitioner seeks review of LUBA's dismissal of his appeal from the Lane County planning director's decisions approving two permits for nonforest dwellings in a forestry zone. The dismissal was based on LUBA's conclusion that petitioner also had appealed the director's decisions to a county hearings officer, that that local appeal was still pending and, therefore, petitioner had not fulfilled the exhaustion of available local remedies requirement...
