Kerry Walton, a former employee of the French Market Corporation ("FMC"), filed an appeal of his termination with the Civil Service Commission ("the Commission"). After a series of procedural motions that ultimately resulted in the Commission ruling that his appeal had not been filed timely, Walton petitioned this court for an appeal of the Commission's ruling.
