RUDMAN, Justice.

Lawrence Mathieu appeals from a decision of the Workers' Compensation Commission denying his petition for restoration after finding that his short-term total incapacity was solely the result of a nonwork-related injury. He also appeals from the Workers' Compensation Board's refusal to review his appeal. Mathieu contends that the Commissioner erred in applying the doctrine of "independent intervening cause" to determine workers' compensation liability...
